I'm unable to sell software as the system is prompting me with an error message

I'm unable to sell software as the system is prompting me with an error message stating 'We are unable to process your request at this time'. When I click on 'Back to Security', its asking to add phone number & other details. When I click on them its still showing the same error. Please guide.

Do you use any VPN?
Can you try from another device?
Like from another laptop or from another smartphone.
Do not use any kind of VPN connection.
