I want to ask - if someone placed an order, received what was asked, but it is not accepted (and rejected) order, can we do something to protect my rights?

I rejected an order but didn't instantly get money back?
I ordered a service which didn't work, the seller hasn't logged in, in ages. It was an instant download. I thought that once you reject an order your money goes back into your balance instantly?
