What's your backlinking style? Do you try to get many backlinks per day or just a few here and there? And, which style of backlinking is better for SEO?
I am not an expert but I have always found that people are more likely to do a link exchange with you if your website is on the same topic as theirs. I would imagine that it's more about quality (high google ranked site) rather than amount (probably from low google ranked sites) which might be considered spamming.
I never goes with the quantity of links i always prefer high quality backlinks that are more useful instead of the quantity of links which are not useful.
I don't really do any link building campaign. I let my readers spread links for me. That's called "Organic link building" if I'm not mistaken.
If they are high quality, you should get as many as possible per day. If low quality, get a number you can sustain for weeks or months. Google can detect a link spike.
Yes it would. I never order backlink gigs over 100, 150 tops. Always need to be manual / different IP per submission. You will be fine with that per day without getting red flagged / sand boxed.

I'm not sure there are actually thousands of high quality sites out there worth getting links from. If you got 100 high quality backlinks, you'd be lucky.
Maybe other factors in addition to backlinking are involved with the ranking of a site/page for a particular competitive keyword.
