I haven't seen any rules against it.
Reselling is basically, buy low & sell high.

Let's say you're interested in selling twitter followers.

1. Make sure the seller provides what's stated within the title & description.
2. Create your own twitter followers service.
3. Wait until someone place an order.
4. Purchase the followers from the provider. (Enter your clients details within the order.)
5. Wait until the provider completes the service. (Make sure it's finished.)
6. Mark the order you got as complete.

Do you have recommendations for finding sellers who provide high quality services that I could resell? Not talking about specific users; more about guidelines to use when selecting someone to buy a service from?

This is my basic process. Don't know if this helps any, it's just what I do.

There is a lot involved if you want to do this to make a decent profit. I personally spend around 4 hours researching a website and its clients when I decide to resell.

I recommend researching the website you are using first thing because they will be first in line if you get ripped off, or have no involvement when you do. So you need to find an involved website with guarantees.

Once you have found multiple websites to buy or sell from, then you need to research the services provided and its sellers. Find the services you think can sell well on other sites and line them up. Reduce that list to the best reviewed and cheapest. Remember, reviews can be faked so you need to see if the reviews are even real.

Once you have found the sellers you want to buy from who have sold the most for cheap and have positive reviews, re-list their services with their stipulations on the same site or other ones. When you sell the service, buy it from the seller and be the middle man.

So all in all, when it comes to finding quality services to buy do your research. Find there involvement in the website, reviews and questions, ratings, website ranking and more. And remember you never actually know until you start buying. I am reluctant a lot as well. I buy cheaper services until I gain trust in a seller, then I buy large.

The first thing you should do, is to try the service yourself. (Even if the provider look legit & have great feedback)
Purchase it a couple of times yourself so you can see the results & compare the results you've got with each other.
(Compare the quality etc. from each purchase you've done.)

That's the best way for you to "control the outcome" of your business, since you'll be handing these results to your clients.
I'd also say that you should start with cheaper services when you're about to start reselling. Another important thing is to choose the service you want to sell. Most people think they can sell whatever service they want, as long as that service in high in demand, but it's not that simple.

If you've never owned a car, sold a car or if you don't even have a drivers license.. You'll have a though time trying to sell a car. That's a fact. So, to make this happen, you need to spend time learning things about the specific services OR find a way to sell your services despite the lack of knowledge. That can be done in multiple ways but it usually ends up in business on Fiverr or similar sites, since you don't have too much contact with your clients.

When I'm about to find a provider of a specific service I want to resell I make sure of two things basically.
First of all, the provider NEEDS to be able to deliver in time & meet my requirements. (which I see within the results when I try the services myself.) The second most important thing for me, is to find a provider who can write understandable English. (I don't want to loose time trying to figure out what the provider talks about everytime we talk.) People often choose to sell things from philippine workers. Mainly because they're cheaper than others, but it depends on the services and who you're contacting.

You could also try to make an agreement with your provider. Let's say he or she can deliver X for $10. If you can provide targeted traffic (potential clients) and are certain that you could generate X amount of sales for $15. Try to talk to the provider and make him/her provide the specific service for less than $10. That will still make the provider earn more since you're giving him X amount of sales per day/week etc. and you'll make more than the $5 you should have earned for every sale.

I might have missed something and I might add something later on, but that's how I would to things.
