I'll give you a very simple thing to compare with regarding the bump question. (Silly thing I know, but it still gives a proper answer)

Let's say you have 5 pairs of socks in your drawer. And you get 1 new pair today.. You put the new pair of socks behind the other five pairs.. As days goes by, you'll finally find your new pair on the sixth day, since you're changing socks each day. (As long as you take them out of the drawer one by one, taking the first one out each time.)

What you could have done instead, was to put your new pair of socks in front of the other socks. That way, you would have got your new pair by tomorrow instead. After one day instead of six.

That said, if you bump your services regularly, you'll get more exposure. More exposure equals more potential clients and more potential clients equals more sales. Bump your services as often as you can. It's free (you can also purchase bumps) & it's golden.

Advanced:
If you're serious about using your bumps you should probably try to do some research before using them. Try to figure out the best time to bump. When do you think people are online? At what time do you think potential clients are browsing the marketplace?

I would say that this depends on reputation and recurring customers. Sellers are having a wide client base with recurring customers. That way, they won't need to bump their services to bring in sales. However, by not bumping their services, they'll probably leave money on the table. They will most likely lose money by not taking these easy chances of bringing in new clients and new sales.
