Apply the same SEO you would for Google, have a sitemap and lots of backlinks, Don't worry, sometimes it takes much longer for a site to be indexed in Bing or Yahoo. Both search engines are way slower at indexing new pages compared with Google.

Same way you do with Google. Just build links to your site and Bing's crawler will eventually find you and index your site.

Optimize your site with keywords that are popular in Bing search, create inbound links and backlinks, create an XML sitemap for your website, imporve site loading speed and make your site user-friendly and easy to navigate. These processes will help your website to get indexed in Bing as well as improve Bing ranking.

Based on some discussions that I have come across regarding indexing of sites by search engines it is all right to submit your link to the search engine for consideration. But whether you submit it or not the search engines will be getting the scent of your site and have it indexed provided your site has a good amount of contents that are current. Without new contents your site will not be evaluated by Bing and other search engines.
