A good way to do this is write and article that offers readers comparison of top 10. You can also write in the third person so it reads and sounds like a reporter wrote the article.

Almost everything I've had to learn has been on google or youtube. Youtube is a great resource and I believe you can learn and rely only on your skills rather than hiring other people. You won't get it right at first but with practice, you will become confident and better at it and you might even end up listing it as a skill and have other people hire you to help them.

There are lots of ways you can learn this by using Youtube and Google. For example, the other day I learned that copywriting also affects SEO, and I was surprised at the different ways you can influence your promotion. The specter is really broad, I think from a single image to a single word... It could be tiring and discouraging sometimes to think about all the variables, so I'd recommend focusing on one at a time, you'll be able to implement more stuff as you learn.

You don't necessarily need money to do SEO. However, if you don't hire anyone to do some of the tasks for you, then you'll have to spend your own time optimizing your website, which can sometimes get tedious.
There are plenty of free resources that explain how SEO works and what you can do to get started. You can do on-site SEO, such as improving your site's internal linking structure, ensuring that all pages load properly and so on.
You'll also have to work on improving your site's content by regularly adding information that is highly relevant to your niche and useful to the reader.

If you mean you are the one to do the SEO methods for your website then go for it. The first step is to make a list of articles for your contents because you need to upload new contents at least twice a week. When uploading the new content you have to add relative keywords that will be a description of the content. Next is the promotion which you can post in social media. Don’t forget to include the link of the web page for the new content. That will do for now.
