If you trust someone on your forum to close a thread or delete spam, you might as well promote them up to moderator. Though maybe you don't want to do that if you are already over stocked on moderators and just prefer to have a good ratio of mods to members. If you would allow members to do those functions then you wouldn't need moderators anymore. But that setup where any member can lock his own thread is not healthy for the community in general. Being very lax with members can cause issues like getting even by locking his thread or deleting comments on his thread.
