I didn't know the Seoclerks rule before and i send some mass messages and I got Infractions but now it has EXPIRED and I still can't create new services and send message to my clients.. PLEASE HELP

If you were spamming within the marketplace your account will be restricted from messaging, creating Services, etc alongside the infraction, they're not one in the same.
If you wish to have that restriction removed you'll need to contact the helpdesk with the request, explaining why it should be removed: http://helpdesk.ionicware.com/index.php?/Tickets/Submit
