I have some friends who are story writers and some are scriptwriters for movies. A story can have anything for its main character whether animate or inanimate. But in your example as the city, you need to have a good imagination for the city to be alive and dynamic. If I were to write it, maybe it will be a thriller where migrants to the city become very rich or very poor.
