Does Google play fair?

Google says that if you play by their rules, they will reward you. But even now, I sometimes see what looks like a spam website ranking high in search engines and that doesn't seem fair. I wonder how long they will stay there. Do you think Google can actually stop spammers and black hatters? Or, are they just bluffing to get everyone to play along by their rules?

I dont think that google displays actual and genuine websites which are good optimized and nice SEO done on them. I am working on a keyword having search 16[india] and 320[.com] , from last 3 months and yet it is on 3rd page. So i think its not fair thing of google. I really hates google now , and i am gonna quit my SEO job now.

Google plays fair in their book. I think that they do play fair. Follow the rules and then it will be fair.

I have read some discussions that Google has a bias on its other products like Blogger against Wordpress. That may not be good according to some comments but for me, I understand the situation because I would be having a bias on my own products. If Google is the number 1 website and search engine then why not tow along the other products to popularity? That’s why I am wondering why the Google+ is not selling good to users as if Google has neglected marketing that product.
