A back link is an inward link to your site that may or may not be reciprocated with an outward link back. If page A links to page B then a back link would be a link which goes from page B back to page A.
For example let’s consider you find an interesting article on web and you require the article to be displayed on your website hence you link the article to your website. Now your website acts as a back link to that article or to the URL where the article is originally located.

Yes I know that many do pay others to do backlinks for them. It does take time to do and you will want to make sure that it is done correctly.

Create mini-blogs on places like Tumblr and blogger that point to your site. You can update each blog regularly with a snippet of information. The blog should offer some good content so as not to be perceived as spam

As per the knowledgeable in this field, you need to place your backlink in popular websites. For instance, you can post a comment on a very popular blog. When that comment is read by the other readers then there is the tendency for them to click on your backlink and effect traffic to your website. Think what happens when you post your backlink on a new website that has no traffic yet.
