What should be about competitors who spam the search engines?

Obviously, you should report a spam site.

I didn’t know that you can report a site that is spamming. And I guess Google will sanction the site by suspension or maybe banning the site in the inclusion to the search list. I really cannot fathom why some users have the temerity to spam the keywords and backlinks. One freelancer friend said that maybe the new site owners are just over excited with the SEO methods that they have learned so they are over acting in doing it.

If they are spamming, google will probably drop them from the SERPs.

I don't understand the reason some blog owner or those commenting on some sites would have to spam. I mean that as human beings, we've got to show that we are really creative and not copying and pasting what others have written.

When you say spamming the search engines, is it posting on the site of the search engine itself? Or is it the excessive posting of backlinks in other sites? I am confused with the term spamming the search engines and I want to know because this is added knowledge for me. I have been learning SEO but spamming a search engine is new to me.
