I think it will eventually overtake Google.
Bing has way lower requirements for getting sites ranked, and people are tired of being slaves to Google's continued algorithm updates that messes everything up.

I don't think BIng will be able to take over Google. Some new business can give a tough competition to Google, for instance in China more people use Baidu compared to Google (I also hear that Google is not available in China), however, Google already has largest market share. Bind partnered with yahoo to start an ad program called Yahoo BInd Network, however, this new program is still inferior to Google. Bind even rewards the users in the US for using Bing search, yet in the US more people use Google. There are no competitors to Google.

My answer is yes and no. Anything can happen and anything is possible in the future so we cannot really say that Google will remain number 1 until the end of time. But for the meantime, it is nearly impossible for Bing to overtake Google in the ranking of websites unless Bing will do something radical. If only they will push through with their Bing Rewards then Bing has a better chance against Google.
