If you think your website has been made hit from Google penguin than you have to do first to check the Penguin hit from Google webmaster tool. To recover penguin your first job is to recovery the back link of your website. Basically if your website have good back link than penguin will never hit. The best tools is Majestic link index. Once you are confirm where is coming from the anchor text- you have to remove the suspicious anchor text. Finally you can change the landing page URL.
