Is this considered blackhat? And, what type of links can I buy? Can they be do follow?

From Google's perspective buying backlinks is illegal, even though Google itself dose this.
I suggest you do it quietly, not that many at a time because you may raise suspension.

I amused by that line about Google also doing the buying of links. How can you say that Google is buying links when Google has all the means to make its own backlinks. Anyway I have read all about buying links and it depends on the site where the link comes from that it can be considered good or bad. But to be banned by Google because of buying links I just don’t know how Google would know that you bought the links.

Buying Links is a common practice! Many big companies also do that But the point is How natural your link building looks to Google i.e. creating thousands of links to a brand new site would rise red flag in the Google eyes ...So you should make sure that the links built are indexed by the Google over a period of time if it's a brand new domain...

Always consider the following metrics while buying links

1. Link Velocity: Always build links over a period of time...

2. Link Diversity: Having links only from one type of sites like links only from article directories or any other similar sites is not natural ...And also having links only from Do -follow blogs is also not natural...

So make sure that you have atleast some diversity like 90% links from do follow and 10% from no follow etc

3. IP Diversity: Try to get links from a sites hosted on a wide variety of IPs.

4. Anchor Text : Use 90% main keyword and 10% your Secondary keywords or LSI keywords...

Google doesn't like when you buy links, but you are fine as long as they won't find figure out you purchased them, and no you won't get banned, but get probably just penalty, but it depends oh how good are the links.
