Ofcourse.. Because nowadays to get a fully approved adsense account has become too difficult.

When you apply for ADsense, Google manually analyses your site. Getting approval is not based on luck. In fact, if you follow the rules, you get accepted. However, in some cases, you get easily approved. For example, it is relatively easy to get approval if you apply for Adsense through YouTube. They say you get approved even if you have less than 5 videos. Likewise, getting approved for Adsense through your blogger blog is also easy compared to other websites.

My Ad Sense account was approved so long ago I can't even tell you when I applied, why I applied, or how I was approved. I've been an Ad Sense user since before Google started making you add your websites to a list.

A long time ago you could just place your code on any site. But now if your code appears on a website that is not on your “authorized list of websites” you won't earn any income because Google does not recognize the website.

First I created a Google gMail account. That opens the door and gives you access to a host of free webmaster tools that Google offers its users. Google does not discriminate. Every user has access to these tools. If you go to your Google account dashboard there's a link for Ad Sense. Click on it and apply.

In the beginning, I was building my own websites using a DIY website builder app. I don't think it had anything to do with traffic and how great the website was at all. I was a newbie. My site did not bear the marks of a professional. In fact, it was plain for all to see that I was an amateur. But I was approved for Google Ad Sense.

Wish I could add more but I got nothing! But
I do agree with vinaya though. It's not about luck.

Now specifically with regard to Blogspot. Not sure how they approve your blog. But as soon as I set up a blog, I apply. If they don't approve. I wait, do some more posts, and apply again. I keep doing this until I get approved! Persistence pays!

I don’t think Adsense is employing a raffle in approving the new blogs. They have a system and rules for sure. When our blog was applied in Adsense, it took a week before we got a notice of the approval and the codes were emailed with the instructions on how to insert the codes into the home page. However, no one can really say what their rules are because for all we know, they may be changing the rules like the way they are changing the algorithm of Google.
