    Both is important. Without one you can not get successibility. Google ranking depend son 2 method. One is Good and quality article of your website and secondly quality back link about your website. Quality back link is the method of On page SEO and quality back link is the method of off page optimization. So both is necessary for getting a rank.

    Both are important, however, if you are to choose one between these tow SEO techniques, I think on-page SEO is more effective than off-page SEO if you are targeting traffic from Google. In my observation of you have very high quality content, you can rank #1 in a given keyword without any off-page SEO.
    The most important thing to consider is develop unique, original and interesting content. Create a good length content. Add primary keywords on the title and content body. Add images and optimize the image. These techniques will be more beneficial than building backlinks.

    Perhaps you have to do both off page and on page SEO for your website and your target is not only for Google but it can also be applicable to other search engines. Putting in keywords when you upload contents, those are already 2 on page SEO work. For the off page, my suggestion is to focus on posting your link on popular websites and also in social media.
