What are the general guidelines or content standards for an acceptable Google friendly site?

For general guidelines, the design of the web page should be simple not with heavy flash videos etc and every page should be accessable with one click. And for content should be unique not duplicate at all. And URLS should be keyword rich. Thats it

The animation, videos and high resolution images can slow down the display of the web page but I don’t think it has any effect on Google because Google is primarily concerned with the contents and other SEO concerns like keywords, titles and other items on the web page. Why would Google check the speed of the display when it depends on many factors like the speed of the server and also the speed of the user.

It depends how many pages you have. If you have thousands of pages then you do not want all your pages to be accessible with one click, unless you have a search feature on your home page. A good directory structure is important, and it helps if you provide a sitemap and submit it in Webmaster Tools.

When you say Google friendly, I am assuming that you are talking about the SEO or search engine optimization of the website. First item is the description of your home page and the other web pages as well. Second consideration is the contents. You are good with Google if your contents are unique and original and uploaded regularly. The content should also be relevant to your niche and has information to share not to mention the kind or style of writing. So far, that’s what I have learned from this site about SEO.
