The real answer is that YouTube pretty much NEVER partner people directly anymore. 99.9% of people now get partnered through a network which is the same kinda of thing but with a middle man. There are lots of different YouTube networks and all have different requirements. One with very low requires at only 84 video views a day is SocialBlade.

The post uptop is not fully true as I just became a youtube partner not to long ago. It simply takes a lot of video views, and subscribers. It also depedns on what you do, Musicians have it set so it's easier to become a partner. I went the guru route, and made Youtube SEO videos for Youtubesniper.info and through that I've became a partner. I am allowed all the monitization, full video ads, custom video previews, ect.

Depending on what you want, almost anyone can gain monitization to their account, but you need at least 500k video views in total, and 1k subscribers.

You're talking about the new YouTube Partnership which isn't a "full" partnership. The new partionship is a lot easier to get but doesn't allow all the custom branding and high search results and other features that a full partner gets.

You need to publish videos on Youtube, you must have Creative commons license on the video, The video must be entirely your work including the visuals and background score. Try to attract traffic.
When you have quite good numbers of video and your videos accumulate traffic, you can apply for ansense. When you are approved, adsense ads begin to show up on your videos. You will make money when the ads are clicked.

In order to monetize your videos, you need to have at least 1000 subscribers and 4000 hours video view duration. You cannot earn until you fulfill these two criteria.

If you mean the monetization of your videos on YouTube, there is now a new requirement as mentioned by @Vinaya. Your channel is required to have at least 1,000 subscribers and there’s also that minimum viewing hours. This new policy implemented in February 2018 is a discrimination to the small time video creators like us. Our channel has less than 500 subscribers and the viewing hours is certainly way below the limit of 4,000 hours. But it used to earn $100 in a year or so and that is our passive income which is now gone. That is why we are looking for an alternative to Youtube for the monetized videos.
