Paypal account uses system in SEOclerk

I have a PayPal account but it is my brother account  he is foreigner. i have an account and  my sister have an account . Can we use one PayPal account in two sites? please tell me

What do you need from Paypal?
The set up you plan is risky, you are better off with Stripe, klarna, airtm Business.
Depending on what you selling you also can add crypto.

Since Paypal will eventually ban you for selling here, then just use the 1 account that you don't mind losing. Ask your brother and sister first and see which one is ok with losing their account.

I don't see why Seoclerks would care, as all Paypal orders are now paid direct to the sellers. It's Paypal you have to worry about, NOT Seoclerks.
