One authority site is always better than having several low quality sites. Google wants visitors to get the best experience that is possible. Relevance, usability and transparancity is key.

If you are talking about your sites being cross linked, I guess that is a good idea. However, you may not be able to manage those sites efficiently so my take is just a one site that will be dynamic and will be having good contents. On the other hand, you can cross link with other sites owned by other people especially with those sites that area active.
