seoclerk reject my edu web 2.0 services many times, why?

seo clerk rejected my services many time can any senior tell me why ? i created edu gov service ,pbn service web2.o backlinks all service are reject my all service are rejected many time  some time s they say there is gramer mistake some time they saythe 
spelling not correct  i have tried to write every thing correctely but the service is  reject

your edu service rejected because your level is 1 so level one seller can't sell edu /gov backlinks.once your level will increase then you can create a service of edu/gov .
