My friend recieve infraction of 3 month cause of answer/question. so he is in level 1.He cant create gig of less than $5 or more than $100. So how can we reduce time of infraction or remove infraction and how many cost it.If any one remove infraction? tell me please how can we do it.

I do not think that you can pay to get an infraction removed ;) That would not make any sense. An infraction is given for a break of the rules on Seoclerks.
You can try to contact the support team, but don´t expect to much. A penalty should indeed hurt a little, so you no longer brakes the rules
