Can a level 1 seller send a custom offer to a new buyer? Is it allowed for level 1 seller? I am a new seller here. So, I wanted to know about that?

So to answer your question clearly: yes, it is allowed for a Level 1 (and new) seller, but only when the buyer initiates the custom order
