    I am not sure, contact support they might help you out. I have paid today using PayPal and worked fine for me. Did you try to make other payments using your paypal today?

    It means that you have an unverified linked debit or credit card to your PayPal account. You need to verify it first which is very easy just click 'verify' and it would be verified in a minute.
