Windows Server 2016 Need help with GPO to update the users directories

Hi I have a Windows Server 2016
I have a group of windows users and these users are having the administrator privilege.
I want them to restrict to see/browse the other user's user file directory in c drive.
so anyone can help me to achieve this?
you can do this via the GPO or via changing the Security file permission.
also, I want them to restrict to check the properties of windows lan network port.
but i don't want to restrict the access to Control panel and PC Settings too.
if anyone can help me with this please let me know.
