is it some new change at system, i am not able to create any service.
Just post your absolute best services. Quality services rather than quantity will earn you an amazing reputation here.
To diversify, you should try to offer extras (add on services) and also customize a service to your customer's needs.
For instance, when I first started, many people would buy my forum posting services and ask that I put the comments on a blog post instead. At the time, I didn't offer a 'blog comment' service. However, I was happy to oblige and customize my service to the customer's needs, as it meant that I could get a really good review in return for accommodating my customer. :)
