Let's assume you want to hire someone to do SEO for your site, what would you look for or require from them?
If I were hiring someone to do SEO, then I'd want to know if they were going to be using automated software and require a list of links where my site was submitted/accepted.
Plus, I'd want to read testimonials from satisfied customers.
Not to mention, that their own site should be very highly ranked for their niche keywords (SEO, etc) in Google.
If an SEO expert can't be high ranked for SEO keywords, then how are they going to get my site ranked well?

Of course, I'll look for positive reviews. Like here in SEOClerks, there's one I would like to hire to give my site some backlink boost, and it seems all are satisfied to his work, even Jordan.
