Google Manual Actions - do you have any penalties?

Google released a Manual Actions viewer in Google Webmaster Tools. For some reason, I can't see the link in my Webmaster Tools but I'm told it is under "Search Traffic" and then "Manual Actions". It will list pages that have been reviewed by a real person at Google and a manual action applied against it.

There should be 11 types of manual actions that could appear but Google claims this will show for less than 2% of webmasters. The 11 types of manual actions include items like "Thin content", "hidden text", "Spammy free host" and other items.

Do you have any penalties?

I don't see this option in google webmaster tools. Did they not role it out for everyone?
