If you're talking about hiring someone to create your whole website, including content, code and design, then you should consider hiring a very talented and skilled web designer and an expert coder. Perhaps an article writer to in case none of the ones you've already hired possess good writing skills. You can find amazing people available for hiring with various price tags. However, you should contact potential freelancers and discuss the whole project with each and one of them, before you hire anyone. Discuss with them all, asking them the same questions. You should also read their reviews and recommendations if they have some. That way you'll also be able to understand if the person is a good match for you and if they've done good work previously. Just note that you should not judge a person based upon only one or two recommendations or reviews. Positive or negative.

I am sure you can then find out how to do them in the right time. In such context however you'd be able to find out how to and not to do things. More problems you face the more you learn in due process. And that recursive type of the learning can be managed as well. I guess for each one of us we have to learn to take things one by one. Don't outsource entire website and feel stuck about it. Get small modules done. That's how many people do things these days.

In the first place I guess you have an idea why you will outsource your website although you did not mention the exact reason. I am assuming that we are talking of SEO work on your website. If you do not have the luxury of time but you want more traffic to your site then it is only right that you hire someone to do the chore of SEO work instead of doing it yourself especially if you have better things to do.
