Seen level 1 member offering services at $1, how?

As per guidelines level 1 user can not create gig for $1, but seen some level 1 members are offering it, how it is possible?

when rule change not any one level sell can put service for 1$ , which man that pur service for 1$ he is lucky.

I have completed over 14 orders and was moved to level 2 only to see lmy status as level 1 after some days. any idea what the problem was.

this depend upon for member joining date because this rule new after this rule which member joined this member not create 1$ gig
for 1$ gig it up to level 2 or 2level
