If you want to promote your services, then simply post a link to them wherever your potential buyers are, such as webmaster forums, social media, FB, etc.

Spammers get nowhere these days. Buyers don't want to be solicited and every time I see spam I delete it or report it.
I get orders every day. How? By being HELPFUL on forums and providing REAL answers to their questions, which builds a reputation among buyers that I'm legit and they can buy from me knowing they will get good work.
You have to decide if you are doing this for long term work, in which case you need to build your rep as a good, legit seller by being helpful and NOT spamming, or if you are just doing it for a side hustle for a dollar here and there then just find something you are good at selling and boost it.They don't approve it because it is seen as SPAM.
